Early and frequent consultation with the developer, other resource specialists, and potentially affected stakeholders helps ensure that artificial light at night BMPs are applied where they are needed, where they are effective, where the costs of implementing them are appropriately weighed against the benefits, and where they do not adversely affect workplace safety or other important environmental resources.
